Chile Declassification Project. President Clinton had directed the Department of State to identify documents that would shed light on human rights abuses, terrorism, and other acts of political violence prior to, and during, the Pinochet era in Chile. This collection was the culmination of a government-wide effort resulting in the release of over 23,000 documents concerning Chile from 1968-1991 and posted to the Department of State FOIA website. This collection consists of documents produced by the CIA, DOD, NARA, NSC, FBI, DOJ, and the Department of State. Some information has been redacted to protect the privacy of individuals, sensitive law enforcement information, intelligence sources and methods, and other national security interests.
Henry Kissinger Telephone Transcripts. This is a collection of telephone conversations of Dr. Henry Kissinger during his tenure as Secretary of State under Presidents Nixon and Ford (September 1973 to December 1976). The Department of State obtained the collection of roughly 9550 pages of telephone transcripts from the Library of Congress. Of those received, over 8400 pages of transcripts have been released and are available here on-line. The Nixon-era transcripts conform to the National Archives and Records Administration’s review under the Presidential Recording Materials Preservation Act. The Ford-era transcripts have been reviewed under the Freedom of Information Act. The transcripts are conversations that Dr. Kissinger had with: former President Richard Nixon, leaders in government and business, members of the press, foreign ambassadors, and prominent members of the national and international communities. The transcripts record Dr. Kissinger’s role in the Middle East peace process, shuttle diplomacy after the 1973 Yom Kippur War, the Cyprus crisis of 1974, US-Soviet Union relations, Strategic Arms Limitation Talks (SALT) negotiations, and actions in negotiating a Vietnamese peace treaty.
Argentina: Declassification of Documents Related to Human Rights Abuses Occurring Between 1975–1984. In response to nine separate requests for information on human rights abuses in Argentina during the military dictatorship in that country (1976 - 1983), the Department of State reviewed files from 1975 through 1984 and identified 4,677 documents for release in full or in part; redactions were made for reasons of personal privacy, national security and foreign relations, including protection of confidential sources.
El Salvador Declassification Project. This collection of over 7,800 documents consists of documents processed under three different El Salvador Human Rights special projects cases. Documents concerning allegations of human rights abuses committed by Salvadoran security forces and FMLN rebels (1979 to 1991) were produced by the Department of State in response to inquiries by the United Nations Truth Commission for El Salvador and the U.S. Congress in 1993 - 1994. Documents concerning the murder of four American Churchwomen (Ita Ford, Maura Clarke, Dorothy Kazel and Jean Donovan) by five Salvadoran National Guardsmen on December 2, 1980 are also included.
Guatemala Declassification Project. In 1995 prompted by strong Congressional, media, and public interest, both President Clinton and the Senate Select Committee on Intelligence (SSCI) requested the Department's records on the deaths of Michael Devine, Efrain Bamaca Velasquez, Jack Shelton, Nicholas Blake and Griffin Davis, the abuse of Sister Diana Ortiz and the reported role of Guatemalan military Colonel Julio Roberto Alpirez in the deaths of Devine and Bamaca. This collection is comprised of over 4,800 documents and covers the Bamaca case and other cases involving human rights abuses against American citizens in Guatemala from 1984 to 1995.
Keystone Pipeline Project. Documents on environmental, historical, and cultural concerns by various individuals and groups to the construction of the Keystone XL Pipeline and Canadian Oil Sands, support for and objections to the construction of the XL Pipeline Project, and communications between the U.S. Department of State and TransCanada Corporation, members of Congress, and the Embassy of Canada. Included in this tranche are copies of Permits and Applications for Presidential Permits from TransCanada and Enbridge Energy, and documents concerning Environmental Impact Statements.

Korean Air Flight 858. These documents concern the crash of Korean Air Flight (KAL) 858 on November 29, 1987. KAL was exploded in mid-air by a time bomb planted by North Korean Agents. All 104 passengers and 11 crewmembers were killed. Included are documents on the investigation into the crash; the arrest and trial of Ms. Kim Hyon-Hui who admitted the terrorist act; and the response by South Korea, the United States, and the International Community.
Rwandan Declassification Collection. The Rwandan Declassification Collection not only concerns Rwanda, but many of the other states in Central Africa and the African Great Lake region. The Rwandan Genocide (as well as civil war in Burundi) created a huge population of refugees and displaced persons that contributed to the destabilization of the entire region. The role of the international community and its response to events in Rwanda is described throughout the collection, including the actions of Belgium and France; the United Nations (UN), the Organization of African Unity (OAU), and the European Union (EU); non-government organizations; and the United States.
Arusha Accords and the Peace Process. This collection consists of documents concerning peace negotiations between the government of Rwanda and the Rwandan Patriotic Front (RPF) to end the Rwandan Civil War that began in October 1990 when the RPF invaded Rwanda from neighboring Uganda. The collection begins in April 1992 with the announcement by Rwandan President Juvénal Habyarimana of a new multiparty transition government and concludes with the signing of the Arusha Accords in Arusha, Tanzania in August 1993.
Arauca's Oil Reserves and the ELN. The difficulties regarding financing and security for oil exploration and extraction in Arauca. This collection includes material concerning attacks on the Cano Limon Oil Pipeline by guerrilla groups including the National Liberation Army (ELN) and opposition to the drilling in Samore by the U’Wa people.
Arauca Pipeline Security. Protecting the Cano Limon Oil Pipeline. This collection contains material regarding increased U.S. assistance, including training for the Colombian 18th Brigade and the 5th Mobile Brigade. This collection also includes information on the Revolutionary Armed Forces of Colombia (FARC), the United Self-Defense Group of Colombia (AUC) and Plan Colombia.
AirScan International, Inc. This collection consists of material relating to Airscan International, Inc., a company contracted by Occidental Petroleum to patrol the Cano Limon Pipeline. In 1998 pilots working for AirScan were allegedly involved in a bombing in Santo Domingo, Arauca which resulted in the deaths of seventeen citizens.

February 4, 1992 Venezuelan Coup Attempt. This collection consists of documents relating to the failed coup d'état in Venezuela on February 4, 1992 including the political atmosphere prior to the coup and reaction to the coup by Venezuelan President Carlos Andres Perez and from around the world, particularly in the Western Hemisphere. The attempt to remove President Perez from power was carried out by army units led in part by Lieutenant Colonel Hugo Chavez.
Bolivarian Army of Liberation (FBL). This collection contains documents relating to violent attacks and assassination attempts by the Bolivarian Army of Liberation and the response to these attacks.
November 27, 1992 Venezuela Coup Attempt. This collection consists of documents relating to the failed coup d'état in Venezuela on November 27, 1992 and the consequences for the December 6 regional elections. The attempted coup was led by units of the Venezuelan Air Force.
The 1998 Venezuelan Elections and Bolivarianism. This collection consists of documents relating to the 1998 Regional and Presidential Elections in Venezuela, in particular the candidacy and election of Hugo Chavez as Venezuela’s President. Included in this collection are documents concerning U.S. relations with Venezuela during the initial social, economic, and political transformation of Venezuela in the first year of the Presidency of Hugo Chavez.
Death of Danilo Anderson. This collection consists of documents relating to Danilo Anderson, a Venezuelan Prosecutor who was killed when a car bomb was detonated on November 18, 2004. Danilo Anderson had been preparing a case against about 400 opposition members, including politicians, lawyers and businessmen, accused of supporting a short-lived coup against the government of Hugo Chavez in 2002.
Expanded Powers and Opposition. This collection consists of documents relating to President Hugo Chavez’s attempts to enact sweeping political, economic and social changes in Venezuela and opposition to these attempted changes.
The August 15, 2004 Recall Referendum. This collection consists of documents relating to the recall referendum against Venezuelan President Hugo Chávez on August 15, 2004. Efforts to initiate a referendum on the mandate of President Chávez began in 2003 when the non-government organization Súmate, whose interests include monitoring elections in Venezuela, organized a nationwide signature collection for nine petitions. These petitions included one for Chávez’s recall and another for a constitutional amendment to shorten the President’s term to four years. After a court battle to determine the validity of a number of signatures necessary to meet the constitutional requirement, the referendum was held on August 15, 2004. This collection includes documents concerning the prosecution of some members of Súmate, including María Corina Machado, accused of treason and conspiracy in connection with the referendum and its receipt of funding from the National Endowment for Democracy (NED).
2006 Mexican Presidential Election. This collection consists of background information and analysis of the 2006 Mexican Presidential Election. Included in this collection is material relating to Andres Manual Lopez Obrador’s two month-long legal challenge of the election results which ended September 5, 2006 when the Mexican Federal Election Tribunal declared Felipe Calderón President-elect.

This collection consists of documents concerning individuals apprehended after September 11, 2001 and held by the U.S. at military bases or detention facilities outside the U.S. and the rendition of detainees and other individuals to foreign powers.
